On December 11, the 2nd Greater Bay Area Port, Shipping and Logistics Development Forum together with the 6th China Shipping Industry Innovation Conference was held in Dongguan. Supported by the Administrative Committee of Binhaiwan New Area, Dongguan, and co-hosted by China Shipping Gazette, Dongguan Port Group Co., Ltd. and the Top 50 Shipping Elites Research Center, the event brought together port and shipping logistics practitioners nationwide to deliberate on Greater Bay Area development plans and tap new industry prospects.

Conference Venue

Ni Wei, President of China Shipping Gazette, delivered the opening address on behalf of the organizers; Liu Jie, Member of the Party Leadership Group of Dongguan Municipal People’s Government and Director of the Administrative Committee of Dongguan Binhaiwan New Area & Dongguan Port, extended a welcome speech. Xu Zuyuan, Former Vice Minister of the Ministry of Transport and Maritime Ambassador of the International Maritime Organization, attended the event and delivered a keynote speech themed "Integrate into the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area Under Four Guidance Principles".

The conference was hosted by Chen Hongbing, Editor-in-Chief of China Shipping Gazette.

Seize Greater Bay Area Opportunities

Xu Zuyuan, Former Vice Minister of the Ministry of Transport and Maritime Ambassador of the International Maritime Organization, Delivered Keynote Speech

In his keynote address, Xu Zuyuan pointed out that the construction of the Guangdong-Hong Kong-Macao Greater Bay Area brings three major opportunities to the port and shipping logistics industry: the release of industrial functions driven by innovative policy mechanisms, opportunities for industrial transfer and undertaking generated by industrial integration, and impetus for industrial transformation brought by the establishment of a modern industrial system. The industry should not only perceive these opportunities but also seize them.

He stressed that policy formulation and corporate strategic planning within the Greater Bay Area should abide by four guiding principles. First, take major national deployments as guidance. While capturing dividends from Greater Bay Area development, full consideration should be given to the superimposed effects of the Belt and Road Initiative. Second, guided by innovative talent services, attract and cultivate cross-industry professionals to underpin industrial growth. Third, take regional industrial services as guidance. Industry development shall closely align with local industrial layout and deliver high-quality port and logistics services. Fourth, benchmark world-leading bay areas and attach importance to soft power development, building the Guangdong-Hong Kong-Macao Greater Bay Area into a world-class super bay area with industrial leadership.

Ni Wei stated in his speech that Dongguan is a fertile ground for port and shipping enterprises and one of the regions where institutional dividends radiate most prominently under the Greater Bay Area strategy. He hoped more port and logistics enterprises would join in the development of this land. Meanwhile, the two platforms—the Greater Bay Area Port & Shipping Logistics Development Forum and the China Shipping Industry Innovation Conference—would facilitate resource sharing and foster more cooperation opportunities.

Liu Jie, Member of the Party Leadership Group of Dongguan Municipal People’s Government and Director of the Administrative Committee of Dongguan Binhaiwan New Area & Dongguan Port, Delivered a Speech

Liu briefed the participants on the fundamentals of Dongguan Binhaiwan New Area and Dongguan Port. Binhaiwan New Area sits at the geographic heart of the Greater Bay Area, while Dongguan Port is a national Class I port that hit a container throughput of 3.56 million TEUs in 2018. The Humen Port Comprehensive Free Trade Zone passed acceptance inspection earlier this month and will serve as a new hub for foreign trade. He believed Binhaiwan New Area and Dongguan Port are standing at an unprecedented golden strategic stage and poised to achieve remarkable accomplishments.

During the conference, Chen Hongbing, Editor-in-Chief of China Shipping Gazette, released two reports: 2018-2019 Global Container Carrier (Route Market) Service Capacity Report and 2018-2019 Major Chinese Foreign Trade Container Terminal Service Capacity Report. Backed by solid data and scientific computing models from the "Highly Accurate Sailing Schedule" big data platform, the two reports assess the service capabilities of major global liner companies and domestic foreign trade container terminals, providing decision-making references for all links in the industry chain.
