On April 22, at the opening ceremony of The 4th International Supply Chain Logistics Exposition (ISL Expo 2026), the Top 50 Shipping Elites Research Center (50SERC) grandly held an expert appointment ceremony.
Huang Zhendong, Former Minister of the Ministry of Communications, and Xu Zuyuan, Former Vice Minister of the Ministry of Transport, attended the ceremony and presented appointment letters to the newly appointed experts. The Top 50 Shipping Elites Research Center originated from the first annual meeting of the China Top 50 Shipping Elites Forum held in Beijing in December 2013. After 12 years of development, "Top 50 Shipping Elites" has become a high-end brand for leading figures and authoritative experts from major port, shipping and logistics enterprises in Chinese mainland, Hong Kong, Macao and Taiwan to conduct forward-looking and strategic industry discussions.
As a scientific research entity under the "Top 50 Shipping Elites" brand, 50SERC was registered and established with the civil affairs department of Shanghai in April 2015. Over the past 10 years since its establishment, 50SERC has actively fulfilled its responsibilities and mission as a social think tank, serving the high-quality development of transportation and international logistics, and has received attention and recognition from the industry.
In addition, 50SERC is committed to developing into a neutral, authoritative, professional and credible think tank research institution with global influence. It will take water transport research as the foundation, cover comprehensive transportation including railway, aviation, highway and pipeline, supply chain logistics involving manufacturing and international trade, as well as corporate governance fields such as strategic planning and special diagnosis, and possess both research and platform functions.

Following the appointment ceremony, 50SERC held its first thematic seminar. More than 20 experts and scholars attended the meeting, including Xu Zuyuan, Former Vice Minister of the Ministry of Transport; Huang Xiaowen, Expert of 50SERC and President of China International Freight Forwarders Association; Song Dexing, Expert of 50SERC and Former Director General of the Water Transport Bureau, Ministry of Transport; Ni Wei, Expert of 50SERC and Former President of China Shipping Gazette; and Huang Youfang, Chairman of 50SERC and Director of the Expert Committee.
The meeting reached the following consensuses. First, actively conduct research on enhancing corridor resilience and building a safe and efficient logistics system. Second, proactively carry out research on the application paths of low-carbon, digital and intelligent technologies in the comprehensive logistics industry, and promote the transformation of relevant technological achievements. Third, deeply participate in the formulation of standards at all levels, especially actively participate in the formulation of international standards, and strive to internationalize China's logistics solutions. Fourth, deepen the integration of government, research, industry and education, and create conditions for cultivating interdisciplinary talents for the industry.
In addition, the key work of 50SERC in 2026 includes establishing regular channels for submitting special policy advice reports and transforming experts' wisdom into policy recommendations, completing the compilation of the ESG Green Paper for the International Shipping and Logistics Industry and the development and release of the group standard Evaluation of Service Capability of International Supply Chain Logistics Enterprises, fully launching the "Pilot Program" for Industry-Education Integration & College Students' Employment Promotion in China Logistics Sector, and deepening cooperation with international organizations to participate in global shipping governance.
